In Canada
there
is recognition that within Canada there is a labor market need
for" Live-in Caregivers"
It is also recognized
that generally there are not sufficient Canadians or
Permanent Residents available to fill these positions. In response to
this, the Live In Caregiver program was established.
A live in caregiver
is someone who provides continuous, full-time, unsupervised care of
children, the elderly or the disabled in a private household. A mandatory component
of the program is that the caregiver must Live-In the
employer’s home.
Employers
must demonstrate the need for a caregiver to live in the home to the
officials at Human Resources Department Canada (HRDC) Once it is
determined that the employer has demonstrated the need for a Live In
Caregiver, they endorse a contract so the
employer may bring a foreign worker.
There is no shortage of workers for
in-home care giving positions on a live-out basis, but to find one to
live in the employers home that is a Permanent Resident is difficult.

Requirements To Be a Live In
Caregiver In Canada

“Live-In Caregiver” means a person who
provides, without supervision, in a private household in Canada in which
the person resides, childcare, senior home support care or care of the
disabled.
In addition to
the normal Immigration requirements, a person outside Canada seeking an
employment authorization as a live-in caregiver in a private household
in Canada must meet all of the following requirements.
- Successful
completion of secondary school equivalent to Canadian standards
grade 12 (High School)
- Successful
completion of six months full-time formal training in a field or
occupation related to the employment for which the employment
authorization is sought (this training may be completed in a
classroom setting as part of the course of study referred to in the
top paragraph).
- Completion of one year of related
full time paid employment, including at least six months of continuous
employment with one employer, within the three years immediately prior
to the day on which the person submits an application for an
employment authorization.
- The ability to speak read and
understand either the English or French language at a level sufficient
to communicate effectively in an unsupervised situation.

BEFORE A CAREGIVER CAN WORK IN
CANADA
- The
employer must have the offer of employment to the CAREGIVER from
abroad, approved by Human Resource Center in Canada (HRDC)
- NASC will
then apply to Citizenship and Immigration Canada (CIC) for an
Employment Authorization to work in Canada
- CIC
will assess the background of the Caregiver to ensure the
specific qualifications and program requirements are met
- Immigration
Officer will also ensure the Caregiver meets the entry
provisions as per the Immigration
Act and Regulations.
- Human
Resource’s Dept. of Canada approval of a job offer for the Foreign
Live-In Caregiver is contingent upon local labor market conditions
at the time of the application, the employer’s need for such a
worker, the Caregiver’s job responsibilities and whether the
wages/working conditions are competitive.
- A
Human Resources counselor must also be satisfied that a need exists
for the Live-In Care Giver
- For example
this situation could occur if the employer demonstrates the
following to (HRDC)
- The employer works irregular hours,
shift work, or is on call on a regular basis (long hours do not equate
to irregular hours)
- The employer travels out of town and
overnight on a regular basis
- The
employer lives in a rural area not readily accessible by public
transit And
The employer has made reasonable efforts to hire a Canadian citizen
and permanent resident or a foreign caregiver already in Canada
under the program.

How
much is it to register?
Registration cost is $200.00 US, this will register you on our website
for a 12 month period, it is re-new able for an additional six months
for $100.00 US

What
are "Nannies " duties & responsibilities?
The
"Nanny" will work 44 hrs. Per week, and do light housekeeping,
this includes daily laundry, vacuuming, meals for the children

How
do I get to interview with the Employer?
We arrange for
an interview via the Internet, this could be net to phone, net meeting
or by telephone, depending on your access.
Is
there a Guaranteed Placement?
No,
unfortunately it is up to the employer to choose you and then the Nanny
must pass all the requirements of Immigration Canada.

What
Costs can I expect?
Once you have a job
offer, you are expected to go with a representative from our office, or
we will arrange to have all documents sent to your region to the
immigration office and apply for the visa, this is at a cost of $150.00
Canadian dollars, also, you will be expected to take a medical test that
could cost approximately $100.00 Canadian dollars. As Well, our
Placement fee of $500.00 USD once the contract & visa is completed.

How
long is my contract?
The initial contract is issued for a 12-month period. Can it
be renewed? Yes, Your contract may be renewed for an additional 12-month period.

Will
the Employer pay for my airfare?
Canadian
employers are not obligated to pay for transit to the country, however,
in some cases they will pay for the flight, and deduct it from your
future salary. This may be negotiated at the time of the interview with
the Employer.

How
much money can I expect to be paid?
You will be paid
between $8.00-$10.00 Canadian per hour maximum hours worked is 44 hours
per week, hours worked in excess of that is considered overtime and you
are to be paid time and one half per hour, or time off in lieu of pay,
which ever you negotiate with your employer.

How
much will it cost me?
The employer is
allowed to deduct your room and food expenses to a maximum of $85.25 per
week or $369.42 per month. Health Care may be also deducted of
approximately 85.00 per month. Income Tax the employer will deduct of
approximately $200.00 per month and submit on your behalf as well as
their portion to revenue Canada.

What
if I don’t like my employer?
As a foreign worker
you are entitled to all the human/legal/labor laws that are applicable
to all Canadians. If you do not for whatever reason not want to stay
with your employer, or should your employer choose to discharge you from
their employ, you may within a reasonable time find a new employer whom
is prepared to sponsor you thru (HRDC). This is a common situation
however, we strongly encourage you, should you receive an employment
offer from a family that you give it your best effort, as this family
would have waited a minimum 3 months for you to clear immigration and in
some cases possibly six months.

When
Can I become a Canadian Resident?
After 24 months
of completing this program you are than free to apply for permanent
Residence in Canada! This should be a process without the usual
immigration requirements as you have been in the country under this
program.

How
does NASC find employers?
NASC will
advertise their website under Nanny/Domestic available in the
classifieds sections of various newspapers in Toronto, Calgary,
Vancouver & throughout Canada to attract prospective employers. As
well, will encourage Canadian Nanny agencies to consider our Nannies for
their employers

After
becoming a Permanent Resident do I still have to be a Caregiver?
No. You may at
that point in time continue on with your desired career. Usually, during
your tenure as a Live In Caregiver, most Nannies will continue their
studies at night to be ready for when they become Permanent Residence.

What
Happens when I become a permanent Resident?
Congratulations!!
You have all the freedom that any other permanent resident has in Canada
except for voting, until citizenship is obtained (Passport) after 3
years. As well, your immediate family, i.e. husband, children are free
to join you in Canada. This program is a very unique opportunity for
people to migrate to Canada without going through the strict guidelines
of “Immigrating”
