Before a foreign Live-In caregiver can work in Canada...

The employer must have the offer of employment to the CAREGIVER from abroad, approved by Human Resource Center in Canada (HRDC)

NASC will then apply to Citizenship and Immigration Canada (CIC) for an Employment Authorization to work in Canada

CIC will assess the background of the Caregiver to ensure the specific qualifications and program requirements are met

Immigration Officer will also ensure the Caregiver meets the entry provisions as per the Immigration Act and Regulations.

Human Resource’s Dept. of Canada approval of a job offer for the Foreign Live-In Caregiver is contingent upon local labor market conditions at the time of the application, the employer’s need for such a worker, the Caregiver’s job responsibilities and whether the wages/working conditions are competitive.

A Human Resources counselor must also be satisfied that a need exists for the Live-In Care Giver

For example this situation could occur if the employer demonstrates the following to (HRDC):

  • The employer works irregular hours, shift work, or is on call on a regular basis (long hours do not equate to irregular hours)

  • The employer travels out of town and overnight on a regular basis

  • The employer lives in a rural area not readily accessible by public transit

  • The employer has made reasonable efforts to hire a Canadian citizen and permanent resident or a foreign caregiver already in Canada under the program.
